Colonel, Dr. Roger Graham, USAF, Ret. was certified as an AAU deck official in Ohio in the early 1970s, then under USS and still today under USA Swimming. He conceived and was the motivation behind the development of what is believed to be the first practical horn start system in 1974. The system was used at both the Junior and Senior Nationals in 1975 - the beginning of the end for starting guns. In the fall of 1978, he was reassigned to Brooks Air Force Base and promptly immersed himself with the San Antonio Aquatic Club (SAAC). In 1985 the USAF assigned him for service elsewhere until he retired from the military in 1992 and promptly returned to San Antonio and re-immersed himself into club and high school swimming. He has served as general chair of South Texas Swimming as well as officials and sanctions chairs. He has been a life member of USA Swimming since 1996 and served four years as president of the Texas Swimming Association (TSA). In 2002 he launched a website devoted entirely to swimming in the San Antonio area that he still manages today. He is a charter member of the Texas Interscholastic Swimming and Diving Officials (TISDO) board of directors and created and manages the website as well. In 2019 he designed a lane strobe system which is in constant use at NEISD facilities. Since late 1978 he has volunteered nearly 16,000 man-hours, not counting time on deck as an official, in support of swimming.
